2. (§16.3) Redevelopment Plan

The contents of an LCRA redevelopment plan and requirements for adoption are expressly catalogued in the LCRA Law. See § 99.430, RSMo 2016. Definitions of the terms “redevelopment plan” and “urban renewal plan” state additional requirements in more general terms. See § 99.320(20) and (21), RSMo 2016.

Among other requirements, the redevelopment plan must:

· define area boundaries;

· contain a land use plan showing proposed land uses and coverage as well as population density;

· state proposed changes in zoning and rights-of-way; and

· identify additional public improvements.

The plan must also set forth a schedule for completion of each phase. Section 99.430.1(4)(f). Finally, a financing plan and a “feasible method” for relocation of displaced families must accompany the submittal of the redevelopment plan to the governing body. Section 99.430.1(7); see also § 523.205, RSMo 2016.

The redevelopment plan must also conform to a general plan for the development of the entire community. Typically the “general plan” is the comprehensive plan or master plan adopted by the governing body under Chapter 89, RSMo, in the case of municipalities, or Chapter 64, RSMo, in the case of counties.
