b. (§16.29) Vital Records
Section 302.312.1, RSMo 2016, addresses copies filed in “the bureau of vital records.” Another useful statutory exception is found in § 193.255, RSMo 2016, which provides that certified copies of vital records, such as death certificates, “shall be prima facie evidence of the facts stated therein.” Section 193.255.2 (emphasis added). If the certificate was issued more than one year after the event, or if the record has been amended, the court or the administrative body or the officer shall determine the “evidentiary value” of the document.
