1. (§16.20) Rivers and Harbors Appropriation Act of 1899

Owners of towboats, barges, and seagoing vessels are strictly liable under the River and Harbor Act of 1899 (also known as the Rivers and Harbors Appropriation Act of 1899), 33 U.S.C. §§ 401 et seq., for injuring, obstructing, or impairing the usefulness of a structure built by the United States for the improvement of navigable waters or flood prevention.
