The TSCA regulates specific chemical substances posing an extreme risk to human health or the environment. The TSCA is relatively unique as far as environmental statutes are concerned because it does not have any state equivalent. In fact, the TSCA preempts state and local authorities from significant regulation in this area. See 15 U.S.C. § 2617(a).
The TSCA regulates the use and disposal of PCBs (polychlorinated biphenyls), often found in electrical equipment and old transformers.
