NLRA § 8(b)(3), 29 U.S.C. § 158(b)(3), requires a union to bargain in good faith with an employer if the union is the representative of the employer’s employees. NLRA § 8(d), 29 U.S.C. § 158(d), sets forth a number of procedural requirements for notification if the contract is to be terminated or modified; it also bars strikes and lockouts for a limited period of time during negotiations.
