The PSC often schedules prehearing conferences to expedite contested cases. The authority for this appears in § 386.410, RSMo 2000, and in 4 CSR 240‑2.090. Counsel representing parties to a PSC proceeding are required to attend the prehearing conference unless excused. 4 CSR 240‑2.090(5). Prehearing conferences are similar to pretrial conferences.
