Some agencies have been relieved of the requirement to seek public comment on certain rules. When the subject is hunting and fishing seasons or limits, the Missouri Conservation Commission is allowed to promulgate a rule without prior notice and comment. The same is true with regard to the establishment of state program plans required under federal education acts or regulations. Section 536.021.1, RSMo Supp. 2010.
