EPCRA imposes additional release reporting obligations. Under EPCRA, a release of an “extremely hazardous substance” or of a CERCLA hazardous substance in excess of the designated reportable quantity must be reported to the applicable State Emergency Response Commission (SERC) and the Local Emergency Planning Committee (LEPC). 42 U.S.C. § 11004; 40 C.F.R. § 355.40.
