A delinquency proceeding involving a juvenile is considered to be a civil action, and the juvenile court judge may be disqualified. State
ex rel. R.L.W. v. Billings, 451 S.W.2d 125 (Mo. banc 1970). Providing the juvenile the opportunity to have the case adjudicated and disposed of by an impartial tribunal ensures fairness in the administration of justice. Id. at 130.
