C. (§15.7) Annexation by Owner Petition

Under § 71.012 RSMo 2016, the owner of property may present to the governing body a verified petition executed by all persons owning the property to be annexed as their fee interests are reflected by recorded instrument. The property must be contiguous to the municipality’s present corporate limits. Section 71.012.1. The municipality will hold a hearing between 14 and 60 days after the petition is received, and at least 7 days after notice is published in a general circulation qualified newspaper. Section 71.012.2. At the hearing, any person, including corporations or political subdivisions, may be heard. Section 71.012.2(2).
