Comes now the City of Expand, Missouri, by its attorneys, Holmes and Holmes, and for its cause of action, respectfully submits as follows:

1. The City of Expand, Missouri, is a municipal corporation of the third class duly organized and existing under the laws of the State of Missouri.
2. The Defendants are residents of __________ County, Missouri, and are inhabitants of the unincorporated area described on Exhibit A. Exhibit A is incorporated in this petition by specific reference as if fully set out. The Defendants adequately represent all of the inhabitants and have been fairly chosen to adequately and fairly represent the class consisting of all inhabitants of the area
