O. (§15.25) Conclusion

Annexation in Missouri is legislatively outlined and judicially completed. Though legislative enactments have attempted to make municipal annexation more difficult, judicial announcements have mitigated slightly against that difficulty.

Regardless of the experience of counsel, the course of annexation development and changes in Missouri are such that even quick preparation will require reference to the most recent cases and statutory amendments.
