3. (§15.10) Under §§ 71.860–71.922, RSMo

The procedure under §§ 71.860–71.922, RSMo 2016, applicable to municipalities in Jackson County, is as follows:

· The city announces its intention to annex by resolution.

· Notice of the intention to annex is certified to the election authority and the governing body of the first class charter county. Section 71.880, RSMo 2016. The notice should include a metes-and-bounds description of the area proposed for annexation and a copy of the resolution ordering the submission to the voters. Section 71.880(1), (2).

· An election is held in the city and the area sought to be annexed; a majority of the total votes cast in each must be in favor of the annexation. Section 71.870, RSMo 2016.

· An annexation in a first class charter county with a population of at least 900,000 can become effective no “sooner than one...
