A severe impairment is:

1. a medically determinable impairment (Part 1, see §§15–17, infra);

2. that is more than a slight abnormality (Part 2, see §18, infra); and

3. that has more than a minimal effect on the ability to do basic physical or mental work activities (Part 3, see §19, infra).
