Section 523.030, RSMo 2000, requires the condemning authority to give at least ten days’ notice of the condemnation hearing. See also Rule 86.05. When the party is a nonresident or is unknown, it is permissible to serve that party by publication once a week for three consecutive weeks in a publication of general circulation within the county where the hearing is scheduled. Section523.030; Rule 86.05.
