Because hearings before the PSC sometimes involve complex issues and technical subject matter, the PSC has adopted rules to facilitate discovery. “Discovery may be obtained by the same means and under the same conditions as in civil actions in the circuit court.” 4 CSR 240‑2.090(1). Thus, a party to a PSC proceeding may:

take oral or written depositions;

serve interrogatories;

make requests for the production of documents; and

make requests for admissions.
