3. (§14.10) Prosecuting Attorney
The prosecuting attorney can either (1) proceed in quo warranto ex officio on his or her own motion or (2) act on behalf of a private relator. In either case, the prosecuting attorney can properly act only in local matters—matters involving and concerning offices and franchises solely within the jurisdiction or causes of action that have a local situs in the county or circuit.
