I. (§14.1) Introduction

Quo warranto is a civil action, created by statute, designed to allow the sovereign to inquire into and determine the legality of a claim to a public office or franchise. Usurpers to any public office or franchise can be challenged by an action in quo warranto requesting permanent removal or ouster.
