A public hearing regarding the ordinance must be scheduled and notice provided as follows:

· By certified mail, 30 to 60 days before the hearing, to all record fee owners of property within the annexation area; a good faith effort only is required; § 71.015.1(3), RSMo 2000; City of Town & Country v. St. Louis Cnty., 657 S.W.2d 598 (Mo. banc 1983)
