Section 386.700, RSMo 2000, authorizes the director of the DED (Department of Economic Development) to appoint a Public Counsel. Section 386.710, RSMo 2000, specifies the powers and duties of that office. The Public Counsel is an attorney and is authorized to:

hire a staff;

represent the public before the PSC and on appeal;

select the portion of the public to represent; and

ask the director of the DED to hire other attorneys to represent the portion of the public that is not represented.
