C. (§13.20) Effective Date of Creation, Revocation, or Change of a Beneficiary Designation

If the process of making a beneficiary designation has not been completed before the owner’s death, the beneficiary designation will not be effective to transfer the property. Merely executing a beneficiary designation will not suffice if the other requirements have not been completed before death.
