All employees, whether in the public or private sectors and whether at‑will or protected from arbitrary dismissal, are protected by special laws from discrimination based on sex, color, religion, national origin, disability, and age. They are all entitled to protection in the exercise of their federal and state constitutional rights, such as freedom of speech, freedom of assembly, and freedom to join labor unions.
