The PSC’s staff appears in hearings before the PSC when it has evidence concerning the subject matter of the hearing. The staff is made up of technical and professional experts in the fields of accounting, economics, engineering, financial analysis, and other professional disciplines. The staff is assisted by the PSC’s general counsel. Section 386.071, RSMo 2000, defines the qualifications and duties of the PSC general counsel, who is to:
