The basic determinations to be made in a dismissal hearing are “whether the child is a proper subject to be dealt with under the provisions of this chapter [Chapter 211, RSMo] and whether there are reasonable prospects of rehabilitation within the juvenile justice system.” Section 211.071.6, RSMo Supp. 2010.
