The original functions and structure of MoDOR, which began operation on July 1, 1946, were quite different from those of the present-day MoDOR. Most significantly, MoDOR was assigned the budgeting function. Motor vehicle registration and fees, which had previously been the responsibility of the secretary of state, were also assigned to MoDOR.
In 1953, the legislature created the Little Hoover Commission to study and make recommendations for the improvement of state government. Two recommendations of that Commission that are relevant to this discussion were enacted into law:
