4. (§12.6) County Classification

Article VI, § 8, of the Missouri Constitution requires that each county, except those operating under a constitutional home rule charter or constitution, be assigned to one of not more than four classifications for purposes of organization and powers. Under article VI, § 18(a), of the Missouri Constitution, counties operating under a charter or constitution are a separate class of counties outside of § 8’s classifications. The classifications are defined in § 48.020, RSMo 2016.
