b. (§12.46) Section 322.145, RSMo
Section 322.145, RSMo Supp. 2013, adopted in 2001, provides that (emphasis added), "The owner of an animal that bites or otherwise possibly transmits rabies or any zoonotic disease shall be liable to an injured party for all damages done by the animal." There are no reported cases discussing this section, and it would seem to be at odds with the caselaw.
