7. (§12.16) Bonded Indebtedness
Subject to the limitations of articles VI and X of the Missouri Constitution, a county may become indebted upon a vote of two-thirds (four-sevenths at the August primary or November general election) of the qualified electors voting on the proposition, but the indebtedness cannot exceed five percent of the taxable tangible property in the county as shown by the last assessment.
