3. (§12.11) Salaries and Fees

Each county governing body may impose an administrative service fee on the county park fund, road and bridge fund, or specific purpose capital improvements fund to recoup expenditures made from the county general fund to provide administrative services to those funds. Section 50.515, RSMo 2016. But § 50.515 places strict limitations on the imposition of such a fee.

Regulation of compensation of county officials has been a continuing source of controversy. Compensation levels for officials of noncharter counties must be prescribed by law or be established by each county in accordance with a law adopted by the General Assembly. Mo. Const. art. VI, § 11. The Hancock Amendment (Mo. Const. art. X, §§ 16–24), discussed in greater detail in Chapter 5 of this deskbook, prohibits the state from requiring “an increase in the level of any activity or service beyond that required by existing law” without a state appropriation to cover the costs of such an increase.
