H. (§11.87) License Suspensions

Sections 454.1000–454.1031, RSMo 2000 and Supp. 2011, establish Missouri’s procedures for suspending a driver’s license as well as business and professional licenses for recalcitrant child support debtors. As with most other recently enacted remedies, license suspension was mandated by federal law. Because the most urgently debated provisions in the Missouri General Assembly involved hunting and fishing permits, § 454.1000(7) and (8), RSMo 2000, specifically excludes licenses issued by the Missouri Department of Conservation, which are dealt with separately in § 454.1027, RSMo 2000. Driver’s license suspensions have proved statistically effective nationally, and IV-D officials in Missouri believe that the state has mirrored the national trend.

License suspension is available to both FSD and non-IV-D obligees. A non-IV-D obligee will proceed through court.
