Section 386.420.1, RSMo 2000, enumerates the parties to a hearing before the PSC as “the complainant, the public counsel and the corporation, person or public utility complained of.” This section provides that corporations or persons that the PSC allows to intervene will also be parties. The PSC’s rule defines the term “[p]arty” as including:

the applicant, complainant, or petitioner;

the respondent; and

any person, corporation, municipality, or public...
