The State Board of Mediation consists of five members appointed by the Governor. Section 295.030, RSMo 1994, mandates that the Board be composed of two union members, two employers or employers’ association members, and a fifth person who is neither an employee nor an employer and who serves as chairperson of the Board. Section 295.050, RSMo 1994, provides that the chairperson must devote full time to the duties of the Board and be in charge of the office of the Board.
