The current federal law protecting the employment rights of servicemen and women is the Uniformed Services Employment and Reemployment Rights Act of 1994 (USERRA), 38 U.S.C. §§ 4301 et seq., which replaced the Veterans’ Reemployment Rights Act (VRRA). The express legislative intent behind USERRA is threefold:
1. To encourage noncareer military service
2. To minimize disruption in the lives of persons performing noncareer service
3. To prohibit discrimination based on such service
