Congress enacted the 1999 Superfund Recycling Equity Act (SREA), 42 U.S.C. § 9627, to remove the disincentives and impediments to recycling that were created as an unintended consequence of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA), 42 U.S.C. §§ 9601–9675.
