Section 302.312, RSMo 2000, expressly provides that documents and records deposited or filed with the Department and certified by the custodian or Director shall be admissible in court or administrative proceedings. The Director’s prima facie case for license revocation for refusing to submit to a chemical test to determine blood alcohol content can be proven through documentary evidence alone without the testimony of the witnesses who created the records.
