The local governments outlined in §§1.16–1.22 above can be described as hierarchical, at least in a geographic sense: cities, towns, and villages all exist within one of 114 counties (with the exception of the City of St. Louis), and the counties plus the City of St. Louis comprise the territory that constitutes the State of Missouri.
