(a) The Supreme Court shall create a Standing Committee on Indigent Appointments to assist in overseeing this Rule in the courts of the Virgin Islands. The Standing Committee shall consist of five attorneys, each a voting member, who possess sufficient experience and interest in the local criminal justice system.
