I don't handload (yet), so I'm not clear on how the initial ATF statement (notice?) reported in David Codrea's January "Rights Watch" column affects gun owners in general and handloaders in particular, besides the guarantee to increase the cost to consumers in general. Surely, manufactured ammo and powder purchased in the smaller quantities used by handloaders (as opposed to commercial ammo manufacturers) isn't shipped "wet?" Would the original ATF statement change practice to require this? Would it have required handloaders to store powder wet? While I understand it is bad, I don't understand how it impacts us, your readers. I'm guessing I'm not alone in wanting more info.
