Position:Attract, Retrain and Retain Talent

Michigan currently has an effort underway to retain its workforce and help it adapt to a changing economy. Michigan Regional Skills Alliances (MiRSA) are part of a larger strategy to develop public/ands industry clusters.


MiRSAs adopt a sectoral approach to organizing workforce development. Local economies are broken down by key industry sectors and realistic labor markets, to evaluate current and forecasted skill requirements. When a workforce problem common to a group of employers in a key industry within a labor market is identified, a MiRSA is formed to address the issue. The MiRSA initiative was announced by Governor Jennifer Granholm in her State of the State address in January 2004.


Some of the industries where MiRSAs have been formed in include:

* Manufacturing and Advanced Manufacturing

* Hospitality & Tourism

* Construction

* Forestry, Timber & Agriculture

* Information Technology

* Utilities

* Biotechnology

As part of the Wisconsin Regional Training Partnership, a number of metal-working firms, in conjunction with the AFL-CIO, used an abandoned mill building to set up a teaching factory to train workers with needed skills. The workers learn directly on state-of-the-art manufacturing equipment.
