The study contributes to scholastic arena on transactive memory system theory
(TMS) through inquiring relationship between resource sharing (RS), communication
(COOM), and trust (TR) as antecedents of successive disaster relief distribution and
rehabilitation (SRDR) activities in Bangladesh, and the mediating role of coordination
(COOR) in this relationship. Using AMOS version 22, the conceptual framework is
examined. Data has been analyzed based on 150 respondents (Upazila Parishad's
staffs and NGOs' staffs) and it encircled a total 10 disaster- invaded districts of
Bangladesh as the amplitude of the study. Based on the findings, this investigation
explored a new conceptual framework that positively diminishes the disco ordination
between government and NGOs when they work simultaneously in disaster-affected
grounds for relief and rehabilitation activities.
1|INTRODUCTION
Climate Change and its negative consequence like natural disasters
are the recent most talked issues in the globe and the sheer intimida-
tion to the humankind, its risks are multi-dimensional, multi sartorial
having tentivy and far-reaching effects. The inhabitants of this earth
are suffering massively by different segments of natural disasters
resulting in loss of lives, infrastructural damage, shortage of water and
food. For instance, recent Tokyo tsunami 2011 and Christchurch
earthquake 2010–2011 cost millions of dollars for the rehabilitation
of these areas and the Chinese earthquake 2008 killed more than
67,000 people and in Myanmar due to Cyclone Nargis, 78,000 people
lost their lives (Akhtar, Marr, & Garnevska, 2012). Owing to the dra-
matic change of world climate, Bangladesh is the worst sufferer and
every year she undergoes multiple natural miseries like floods,
drought, water-logging, tidal surge, cyclone, tornado, river/coastal
erosion, thunderstorm landslides, extreme weather events, hailstorm,
salinity intrusion Bangladesh lies in the first row with high risk among
top disaster vulnerable 15 countries. Most recently from 1988–2013,
148,538 people were killed in Bangladesh by four natural disasters
like floods, cyclones, tornados, and landslides (Islam, Tasnuva, Islam, &
Haque, 2014).
The coordination among NGOs is predominantly a necessity
when organizations individually cannot comport adequately to mam-
moth disasters. In conformity with (Balcik, Beamon, Krejci,
Muramatsu, & Ramirez, 2010), no unaccompanied player has ade-
quate resources to respond efficiently in a natural as well as human-
made inversion. Videlicet, after the Asian Tsunami 2004,700 non-
government organizations and more than 40 countries took part in
direct assistance (Chia, 2007). For this reason, establishing harmony
among all of these organizations has turned into a needful issue. Coor-
dinated efforts among all participated organizations are exigent for
successive disaster relief distribution and rehabilitation (SRDR) activi-
ties but non-existence of coordination, made failure the efforts of
many organizations of the world. Typically, worthy contributions for
recovery during and after the disaster were attained from community-
based organizations and NGOs and beside this, other informal sup-
ports from various organizations made remarkable contributions in
this regard in Bangladesh (Khan & Rahman, 2007).
Government and NGOs appear of challenges during disaster relief
distribution and rehabilitation activities owing to some negative activi-
ties originated from both two sides that annihilate the coordination
process between government and NGOs working for disaster-
affected people. Productive Coordination is a puzzling issue for
