A recent survey by The Segal Co. found that most companies rely on perception rather than measurement to determine the success of their human resources and benefits education programs:

* 85 percent of respondents indicated that the value and effectiveness of HR/benefits communications were not measured, though 82 percent thought their HR communications effective.

* Only 16 percent strongly agreed that their employees understand their HR/benefits and compensation programs, and 20 percent said employees appreciate their value.

* Only 14 percent have professionally trained communications staff.
