S. 2152 (energy), which would estab-
lish a comprehensive U.S. government
policy to encourage the eorts of coun-
tries in sub-Saha ran Africa to develop
an appropriate mix of power solutions,
including renewable energy, for more
broadly distributed electricity access
to support poverty reduction, promote
development outcomes, and drive
economic growth, was signed by Presi-
dent Obama on February 8, 2016. 161

amend the Energy Policy and Conser-
vation Act to exclude power supply cir-
cuits, drivers, and devices designed to

energy conservation standards for exter-
nal power supplies, was passed by the
