In 2009, Louis Manzo was a candidate for mayor of Jersey City, New
Jersey. He did not prevail in the election. During his ca ndidacy, Manzo
became acquainted with one Solomon Dwek, who, it turned out, was
assisting the government in a corruption investigation by posing as a
real estate developer looking for assistance in expediting his projects
through local government processes.
