Portland Chapter Holds Annual Meeting, Elects Officers.

The Portland Chapter held its monthly dinner meeting on May 9. The workshop and dinner speaker was Earl R. Thomas of Grant Thornton LLP. Mr. Thomas covered nexus issues to state and local income and sales/use taxes. His presentation for the workshop included qualification and "permission" to conduct business issues, as well as tax collection responsibilities.

Mr. Thomas continued his discussion on state and local tax matters during the dinner meeting, focusing particularly on e-commerce. Mr. Thomas discussed legislative proposals for the taxing of e-commerce proposed by the Advisory Committee on Electronic Commerce (ACEC), the "Andal Proposal" developed by Dean Andal, a member of both the California State Board of Equalization and ACEC, and the "Hardesty Proposal." Mr. Hardesty is a California lawyer and Adjunct Professor at Golden Gate University.
