WITH PROPOSED IMPLEMENTATION OF THE DURBIN AMENDMENT, many banks are reconfiguring their checking, debit and credit card products. Here are two recent announcements:

PNC Bank (assets: $258 billion), Pittsburgh. The bank retained a Free Checking account with no balance requirement; however, the bank will eliminate PNC points on Sept. 12 along with rebates for use of non-PNC ATMs by free-checking account holders, foundation Checking also has no balance requirement and the account makes financial education available to lower-income account holders. Another reformulated product, Performance Checking, will not have any new fees and features lower balance threshold, relationship pricing on deposit and loan rates and enhanced credit card rewards. Three new credit cards, PNC CashBuilding, PNC points and PNC Flex Visa feature cash back and rewards that increase based on a customer's banking relationship. The new cards' features "often equal or exceed those of other major cards," according to the bank.
