Sahara Inc., a full-service construction firm specializing in project development, fast track, design/build projects and luxury homes as well as interior furnishings, announces Tim Howells as it new president and chief executive officer. Previously, Howells served as general manager for the Utah Jazz for more than 10 years.

Sear-Brown, an architecture, engineering, planning and construction firm, announces the addition of Edgar Perez, P.E., as transportation engineering manager in their Salt Lake City office. Perez has more than 13 years experience as a traffic engineer and will be responsible for managing traffic engineering and transportation planning projects.

Anne Brillinger has been named director of the Office of Public Affairs for the University of Utah Health Sciences Center. Brillinger directs the seven-member Public Affairs staff in promoting news and events throughout the center, including the hospitals and clinics, medical school, colleges of Pharmacy, Nursing and Health, and the health sciences library. The office showcases individual and collective accomplishments in clinical care, research, education and community outreach.

Dave Robinson Architects announced that Steve Kelly, A.I.A., has joined the company as associate architect. Kelly has over 18 years experience in architectural practice including construction administration, contract document production and development planning. He has been responsible for professional and medical office buildings, medical facilities, military facilities and resort complexes.

Roger M. Smedley, CFP, has been listed in Worth magazine's elite 250 Top Financial Advisers for 2001. Smedley is president of Smedley Financial Services Inc., a Salt Lake City-based investment advisory and financial planning firm. This is the third consecutive year Smedley has been named on Worth's list.

Peter H. Barlow, attorney-at-law, has joined Darwin C. Fisher to form the Provo-based law firm of Fisher & Barlow. The law firm will focus on medical malpractice, personal injury, estate planning and commercial litigation.
