New England Financial has appointed J. Bryan Washburn managing partner. Washburn has 15 years of experience in the financial services industry, most recently as regional managing director for a financial services firm.

The Utah Bankers Association has elected Hal J. Allen, formerly president and CEO of Capital Community Bank in Provo, as chairman. Allen founded Capital Community in 1993 and is the former president of Utah County Bankers. M. Craig Zollinger, president and CEO of Bank One. Utah, was elected vice-chairman of UBA. Capital Community Bank has appointed Harley W. Jacobs its new president and CEO. Jacobs has more than 27 years of banking experience, including positions as an officer with First Security Bank, Deseret Bank and Continental Bank and Trust.

Jones Waldo Holbrook & McDonough has named Michael Patrick O'Brien chair of the firm's litigation department. O'Brien has been with the firm 18 years and also serves as an adjunct professor at the University of Utah College of Law.

Richard Young, P.G., P.E., has been named Senior VP of Operations for Kleinfelder. With more than 18 years experience in the engineering industry, Young now oversees operations for Kleinfelder offices throughout Utah and Nevada.

Charles A. Smith has been appointed COO for Young Living Essential Oils. Smith has more than eight years experience in global operations, manufacturing, engineering and supply chain management. He holds an MBA from Brigham Young University.

Associated Food Stores has appointed Richard "Dick" King as head of the company's 23 grocery stores. Prior to Associated Food Stores, King spent 36 years with Albertsons, where he was president and COO.

Garr Judd has been named executive director of the Mountain Valley Chapter of the American Red Cross, which serves the residents of Utah, Juab and Millard counties, providing disaster relief services, family emergency services and health and safety education programs.

W Communications has appointed Mark Hurst president and creative director. He will work directly with clients to develop creative products. Hurst, who has 25 years advertising and marketing experience, was most recently director of brand planning at DDB in San Francisco. He founded the Salt Lake City advertising and marketing firm The Hurst Group in 1979.
