A Philadelphia city employee and three others have been accused of selling more than 24,000 public records on the black market.

A records clerk and three people who worked for businesses that needed incident, accident, and other reports now face federal charges.

Records clerk Kelly Kaufmann Layre allegedly copied records that would usually cost $20 to $25 and sold them for $5 each, pocketing almost $200,000 for herself.

Inspector General Amy Kurland called the scheme "a massive undertaking."
