Black squatters occupying a thousand white-owned farms in Zimbabwe were given hope that they could stay by President Robert Mugabe in August. Although there have been several court orders against the squatters and the government acknowledged that "criminal elements" have been causing havoc at some farms, Mugabe announced that his administration would soon turn over more than 3,000 white-owned farms to half a million peasant families.
