That's because in September, the IRS issued final regulations regarding tax return preparers who sign returns for the upcoming tax season. All paid tax return preparers who sign a federal tax return and those who prepare all or substantially all of a return but do not sign the return, including CPAs, must register with the IRS and obtain a preparer tax identification number (PTIN).
